confused about 211 'volunteer' slot for last Wednesday

This post is in reaction to the just received City email about refusing work and Lola's follow-up email to union members:

I certainly wasn't assuming the call I received from Sandy Raley on Wednesday afternoon or evening about volunteering that night from 6-12 pm was for any city assigned work. I was under the impression it was in response to my indicating earlier that I'd be willing to do volunteer work if it wouldn't interfere with my being called in to work somewhere. 

It wasn't in phone tree order, I wasn't asked to phone anyone else and there wasn't any indication it was anything other than a message being passed along about a local agency looking for more volunteers for an unpopular time slot. If it was an 'official' request it sure didn't sound like it, especially since we'd just been notified we were due at a mandatory Library Staff meeting the following morning (where I hoped I'd be given my work assignment).

Was that call an attempt to assign me work? Is the city calling this a refusal to work?
